No. The original investor or owner of the savings cannot request the certificate independently from the Administration. Applications can only be filed by official obligated or delegated entities once the independent inspector issues a favorable report.

System Stakeholders
Obligated Party: Energy companies (power and gas retailers, petroleum product operators) legally required to certify an annual quota of energy savings before the FNEE.
Delegated Party: Accredited corporate entities authorized by the National Coordinator that assume parts of those savings quotas, managing certificate lifecycles directly. They are the operational bridge between the investor and the open market.
The inspector is an independent third-party entity accredited by ENAC (the National Accreditation Body). Their job is to audit that the action has physically taken place, the engineering math is flawless, and the declared saving is true.
